Cancel a scan run

/scan-runs/:scan_run_id/finalization

Create a finalization for a scan run: marks it finalized_by_user, aborts the repository's still-running Scan docs, and (when the repository has not already moved past this scan) marks the repository completed. Rejected with 409 if the run is already terminal.
