Generate a draft automation definition from a prompt
POST/automations/generate
Runs GenerateAutomationWorkflow synchronously and returns a DRAFT.
Nothing is persisted or activated (spec R17): the caller reviews the
definition and the outbound_targets summary (plan #12b) and then goes
through the normal create/activate path. The raw prompt and the raw model
output are never logged nor audited (plan #12a).
