Customer-facing plan catalog (read-only).

All four tier definitions — features, limits, pricing and Stripe price ids — readable by any authenticated user. Powers the upgrade/purchase view, so what a superadmin edits is exactly what customers see.

Declared before GET /{tier} so "catalog" is not captured as a tier name.
