Rescan an existing repository

/repositories/:repository_id/rescan

Validate the stored SCM connection first, then queue a re-scan of the EXISTING repository document (P85). The repository is never deleted, so scan history, findings and triage flags survive. The connection test runs before any write: a failure returns the provider's real reason (expired token, missing scope, ...) and changes nothing. Returns 409 while a scan is already queued or running on this repository.
