Generate Tenant Posture Report

Create a report job and trigger asynchronous generation of the tenant-wide AppSec posture report (CISO edition): every open finding of the organization, no list filters. Returns 201 with a job ID and Location header; the user is emailed the PDF when it is ready. Web session only. Shares the 5 report requests per hour limit (429 when exceeded). Requires the report_pdf plan feature (Scale+).
