Set / Rotate SCM OAuth Credential

Store the deployment's GitLab or Bitbucket OAuth client pair and install it into the running deployment. Both fields are written together — is_provider_configured ANDs them, so a half-written record would turn a working connector into one whose button fails at token exchange. Requires plexicus.backoffice-settings.admin. Writes a platform.scm_oauth_configured audit event; the secret is never logged or echoed back.
