Whether this deployment has a GitHub App / OAuth client configured, plus the App's non-secret identity. Drives the connector page's choice between 'Connect GitHub' and 'Create GitHub App automatically'. Never returns the client secret, private key or webhook secret — there is no endpoint that does.
