Admin-only. Writes client.ticketing_services.automation_config.enabled.

Opt-out semantics: flipping the flag off gates new emits immediately (within the TTL-memoized check in emit_finding_event); in-flight runs drain rather than being cancelled, and no new claims are accepted.
